AN ORDER ESTABLISHING THE INTEGRATED SOLID WASTE, WATER & AIR MANAGEMENT BOARD.
WHEREAS, in order to consolidate the institutional mechanism required in t he implementation of environmental programs for land, water and air, there is a need to establish the Integrated Solid Waste, Water and Air Management Board;

WHEREAS, this consolidation is aimed towards proper planning and monitoring to ensure an effective and efficient implementation of environmental programs of the municipality of Oton;

WHEREAS, the Board shall include representatives from all sectors relevant to the mandate of the different environmental laws applicable to local government units.

NOW THEREFORE, I, VICENTE B. FLORES, JR., Municipal Mayor, by the powers vested upon me by law, do hereby revise the Municipal Solid Waste Management Board into Oton Integrated Solid Waste, Water and Air Management Board to effectively implement the environmental programs of the municipality.

Section 2. Functions

The Oton Solid Waste, Water and Air Management Board shall perform the following duties and responsibilities:
1. Develop the Municipal Environment Management Plan to ensure long term environment management, as well as integrated the various environmental management plans and strategies of component barangays.
2. Adopt measures to promote and ensure the viability and effective implementation of the environmental management program in all component barangays.
3. Monitor the implementation of the Environmental Management Plan, through the component barangays and in cooperation with the concerned Non-Government Organizations.
4. Adopt specific revenue-generating measures to promote the viability of the Environment Management Plan.
5. Convene regular meetings for purposes of planning and coordinating the implementation of the environmental management plans of component barangays.
6. Oversee the implementation of the Environment Management Plan.
7. Review every two (2) years or as the need arises, the Environmental Management Plan for purposes of ensuring its sustainability, viability, effectiveness and relevance in relation to local and international development in the field of environmental management.
8. Develop specific mechanics and guidelines to implement the Environmental Management Plan.
9. Recommend to appropriate local government authorities specific, measures or proposals for franchise or built-operate transfer agreements with duly recognized institutions to provide either exclusive or non-exclusive authority for the collection, transfer, storage, processing, recycling or disposal of municipal solid waste.
10. Provide the necessary logistics and operational support to component barangay.
11. Recommend measures and safeguards against pollution and the preservation of the ecosystem.
12. Coordinate the efforts of component barangays in the implementation of the Municipal Solid Waste Management Plan; and
13. Call on any concerned agency or sector, as it may deem necessary, for support or other appropriate action.

This order takes effect immediately.
