Series of 2010.

REORGANIZATION OF TASK FORCE BANTAY ASO

WHEREAS, pursuant to Ordinances No. 2008 – 195 otherwise known as the Anti-Rabies Code of Oton, there shall be a Municipal Rabies Prevention and Control Committee (MRPCC) to implement a multi agency- multi-sectoral program assimilating and/or coordinating the plans and programs of the National Rabies Prevention and Control Program;

WHEREAS, the MRPCC on its first meeting decided to reorganize the Task Force Bantay Aso as implementing and task unit of the Committee;

WHEREAS, the Committee appreciate the authority to determine and approve available scientific methods in disposition of stray dogs;

WHEREAS, the Committee, for the purposes of harmonizing the application of Ordinance No. 2008 – 195 and other related ordinances in local condition, further defined human procedure, under Section 9, No. 10, and sub-number 7, to include shooting of the dog as among the methods available under exceptional conditions where killing of dog is justified;

NOW THEREFORE, I, VICENTE B. FLORES, JR., Municipal Mayor of Oton, Iloilo, by virtue of the powers vested in me by law, do hereby order the Reorganization of Task Force Bantay Aso:

SECTION 1. DUTIES AND FUNCTIONS:

To assist the MRPCC as task entity in the execution of the Municipal Rabies Prevention and Control Program (MRPCC).
To advice the Municipal Mayor as Chairman of the MRPCC on progressive plans and strategies in suppressing the proliferation of stray dogs.
To facilitate the disposition of stray dogs on the context of humane procedures to include shooting of such as the situation and condition so demands.
To monitor, evaluate and report the progress/implementation of action plan and strategies for deliberation of MRPCC.
To implement strictly Section 3, par 1 of ordinance no. 2006 – 170 regulating the number of dogs per household to a maximum of two (2) heads.

Effective immediately.

REORGANIZATION OF THE PRE-MARRIAGE COUNSELING TEAM

WHEREAS, Pre-Marriage Counseling is encouraged to provide the necessary information that couples need to know which are critical tools in making decisions in attaining a better quality of life for their families and the next generations to come.

WHEREAS, all Local Government Units are enjoined to convene a Pre-Marriage Counseling Team and implement a PMC Program efficiently and effectively.

NOW THEREFORE, I, VICENTE B. FLORES, JR., Municipal Mayor, by virtue of the powers vested in me by law, do hereby order:

Section 1. Creation of the Pre-Marriage Counseling Team, pursuant to a joint Memorandum Circular No. 2, dated May 28, 1998 by the Department of Health, Department of Social Welfare and Development , Population Commission, and the department of Interior and Local Government, to be composed of the following:

Section 2. Functions of the PMC Team:

Install/operationalize mechanism for retrieval of applicants name from the Office of the Local Civil Registrar.
Strengthen the referral system from the LCR to the PMC Team
Prepare the operational budget and allocate resources.
Issue PMC certificates to successful couples.
Develop and maintain a data bank for the Marriage Expectations Inquiry forms and other PMC documents.
Conduct the PMC Sessions:
Identify lead facilitator for the PMC SESSION. This may be rotated among the members.
Post schedule of the PMC sessions in the Office of the LCR, MEWD Officer or other conspicuous places in the municipal hall.
Disseminate information on PMC through radio, assemblies, barangay meetings, etc.
Ensure that the training area is convenient, conducive to learning and sharing private and promotes confidentiality.
Prepare needed supplies/materials for the sessions.
Allow no more than a maximum of fifteen (15) couples for each PMC session.

This order shall take effect immediately.
